Will ddr266 work in a mobo with fsb 166/200

I am looking into building a cheap computer. I am looking at something like an athlon xp 3000 or sempron 3000 (somewhere around there). The processors that i'm looking at run at 166 or 200 mhz fsb. Would it be possible to run these processors at full speed with pc2100 ram?

I have 768 megs of pc2100 ram that i'd like to use in this project.
 
You'd take a performance hit, however I'm not sure by how much. I'd just go a head and buy some PC3200, it's really cheap these days.
 
The computer is for my dad and he uses it about once a week to surf the web. He currently has an amd k6 400mhz and it's fast enough for him so i'm not worried about any performance hit.

Do all motherboards have the divider setting or just some? I'm looking for a really cheap upgrade.
