Will 400W be enough for this?

I'm looking at this PSU. From what I can tell, it's stable, quiet and modular.

I'm wondering if 400W is enough to power my rig:
E6300 @ 3.36
Gigabyte 965P-S3
2x512 RAM
1xSATA Hard Drive
7900GS

I currently have a 450W Titan PSU, but it's on the noisy end of things and I'm trying to find something better for around this price.

Is this my best option, or is there a better way to go?
 
There's an openbox Seasonic S12 in one of those links. At $102 I don't think I'll be able to find anything much better. Was hoping for a modular PSU, but I imagine those cost quite a bit more with no added performance.
