Wifi Management Software - FOSS

I'm trying to setup a wireless network for a community program in my area and could use some suggestions on the type of software to help manage the users. For example, captive portal registration, bandwidth control and security. I was looking at pfsense, however it does not come with any web-content filters. I'm currently looking for something which is open source, I really can't spend any money as I'm doing this voluntarily. Currently the setup consists of 5 Access Points (WAP4410N) and one horrible BEFSR41 as it crashes everyday!

I'm going to try pfsense, however it would be interesting to see what type of setup you guys prefer.
