wifi+email w/o 3g ?

So I like that VOIP phone stuff that nokia has - it seems to be able to check e-mail and do voip via wifi.. but can you get all taht stuff w/o paying for the data plan? I'd want to get the phone and have just normal minutes based service.. (tmobile or att).. no texting, internet, or anythign special.
I want to assume that I can just buy an unlocked one.. but

Will I still be able to use the voip and email through the wifi w/o using dataplan?

That's what I do with AT&T. I just got a smartphone and popped my sim card in it. There's really no need for me to pay for a data plan since everywhere I go there's wifi.

Yeah, theres several places where I use wifi, I do pay for unlimited date and I do use it. Mostly due to me being lazy and not switching over to WiFi at home or at school but there are a lot of hotspots in most cities to keep you going.
