Wierd Status In CPU-Z

I have a Dell XPS 410 with a Q6600 processor and in bios i have turned speed step off. Although CPU-Z keeps telling me that its on. Well, it doesnt say it but the core speed is at 1596Mhz on average while at idle. It shoots up to the stock 2.4ghz while not idle. Is this some weird flaw in dell's Bios? It should be at 2.4 ghz all the time while speedstep is off. Any suggestions or comments?
 
Some boards don't turn it off even if you tell them to. My Bad Axe 2 was that way. Don't worry about it, would be my advice.
 
Check your power management settings in Windows. I noticed my multiplier was being dropped to 6, but there was no speedstep option in my BIOS (Dell Inspiron 530). Turned out that my system was set to the "Power Saver" profile, which includes an option ot lower the frequency of the processor.

The Intel D5400XS board is like that as well. There isn't even a setting to turn it off actually.
 
Is there a reason that you want it off? Personally, I like having it on... no need to use the extra power if you don't have to.
 
Make sure to turn off C1E and the Speed-Step tech. C1E will have the same effect as Speed-Step, and will lower your CPU clock while it's not under load.

Windows Vista can also underclock your CPU with it's power options.
 
Load up the F@H SMP client, it'll never drop back down when it's running at 100%.

Not in Vista if the power savings option that lowers the CPU multi is enabled. I found this out when my frame times went from 18-20 minutes to 21-23 minutes because my CPU speed was at 2.0GHz instead of 2.33GHz
