Wierd Problem Please help me!

Ok first off my problem is whenever I'm playing CS it feels really laggy and the sound seems to mess up. When I'm playing with mp3s(source is an external usb2.0 HD) the sound from winamp will cut in and out but the sound in game will continue but will still lag. Not only does the sound lag but it also feels like the whole game is lagging. Now my first thoughts were well im using a usb headset and a usb mouse so maybe theres a problem there. But after using my soundblaster live instead of the usb headset I still have the problem.

Now I have used my onboard SATAraid with 2 raptors in raid 0 and in single mode and have had this problem. I am now using the adaptec scsi card with a maxtor atlas 15k and am still having this problem. But whenever I use the onboard IDE with that 60GB drive I posted in the specs I don't have this problem.

Here's a pic of my irqs. As you can see the yellow question mark is my onboard SATAraid that is disabled in the bios and still is detected by windows.

My specs are:
Intel D845PEBT2 mobo
Pentium 4 2.53Ghz
ATI Radeon 9600Pro(not oc'd) using cat. 3.8s
Antec True 350 PSU
Adaptec 39160 SCSI Host adapter
Maxtor Atlas 18.2GB 15K 68pin
Soundblaster Live Value and USB Plantronics DSP500 Headset
External WD 120GB Combo Drive (usb2.0/firewire)
Also have a WD60GB in there that I was using.

Just tried upgrading to the new catalyst 4.1s with no luck and decided to downgrade to 3.7 with no luck. I even tried turning fast writes off(was on) in smartgart. Any ideas? BTW this is a fresh install since I just got the new scsi controller and hd.
 
You say fresh install. Do you have a retail copy of cs or do you have half-life with the mod added?

Cause I was using hl with the mod and it ran faster and better than the actual retail version of cs. I asked for support on hl and they advised the mod runs better and faster because servers call for the basic files on your computer for hl that on the cs version aren't there. So the server supplies these files so it will run. Ultimately this slows things down. But the hl with mod runs the files dirrectly from your computer which is ofcourse faster.

I had this exactly issue after fresh re install, but in my case I was first using hl /w mod. I lost my copy of halflife and later on I reformated my computer and when I couldn't find halflife I got a copy of cs retail from a friend that he had as an extra(he works in a computer store) and installed it and was ridiculously slower. So, is this what you did too? If so that could be your problem.

Also does it just lag with 1.5 cs? Or does it lag with all online games and 1.6 Steam?
 
I have HL /w cs as a mod. I haven't tried 1.5 but I guess I should. I was playing wc3 for some time just now and I never noticed a single problem. It's just stupid how I don't get these problems with just using the onboard ATA controller and that 60GB WD drive. Once I pop in any kind of sata/raid/scsi controller into the mix is when I get this problem.
 
long shot, but how bout "pci latency"?? there was something about one pci device getting way more priority and that causes general glitches, etc.. there a cache google on this, forgot where though

need powerstrip too, only way to corretly change pci latency
