Wierd overclocking problems

If I overclock my Celeron D 340 beyond a certain point (about 3.3 ghz), when I boot into windows, all the windows, start bar, etc. are windows 98 classic style. The system seems completely stable, and when i reduce the speeds it goes back to xp style. My system specs are below:

MSI 865gm2-ls mobo
Celeron D 340
Enermax EG285s PSU
Asus Crux P4 cpu cooler
Radeon 9800 pro
Samsung 2x256mb ram
Seagate 200gb hard drive
Avermedia M150 TV tuner
Gigabit NIC

Anyone have any idea whats going on or what i could do to fix this?
 
I know this may sound like a bit of a quick n' dirty way, but its probably easier to fix it just by reinstalling windows with the cpu running at the level of OC you want it at - there by avoiding what appears to be appareant corruption of the OS from the OC, which is obivously causing windows to default to safe mode.
