Wierd mouse problem

So I have this machine at work. It works fine until the user leaves their desk for a couple of minutes and comes back. Then they will move the mouse around and the mouse stays frozen for several seconds and won't move. Only after 3-4 seconds does the mouse 'wake up' and begin to operate. It doesn't happen every time they leave their desk, just enough to make it annoying.

Ideas?
 
If it is an optical, sounds like you may need to replace it.
 
Yeah, it is an optical mouse.

So you think it's the mouse as opposed to anything else on the system?
 
OK. We replaced the mouse with a different one, this one is using wheel.. And the problem persists.

She leaves the PC a while. Then comes back. And moves the mouse around. It doesn't move the mouse pointer at all for a while (looks like it's frozen up) until eventually the cursor 'wakes up' and begins to move.

Any other ideas?
