Wierd cd drive issue

Hey guys-

I have a slight problem. When I have both the cd-rom and cd-rw drive connected, no drives will show up in Windows. However, when I have only one connected, then that one shows up.

Can this be due to the 235w psu? (I got it free, get off my nuts.)

are the jumpers set correctly? (One master, one slave, or both on cs (not reccommended)
 
I'm sure they're right, but I should've double checked ... let's have a looksee :eek:
