Wierd bug across multiple systems!! (non oc)

Okay I just got a whole new system with new everything nothing left from the old system and Im still getting this problem! Whenever colors are not set to 32 bit if im far enough away textures seems to be striped as if huge chunks were missing I have a few screen shots here to show.

This used to happen on my old athlon XP 1700+ with a gf4 and on my old 900mhz athlon on a GF2 now its happening on my ALL new system (nothing left from old case) running an athlon64 3000+ with a radeon 9800pro!

The motherboard for the old system was ECS k7s5a runi via kt133 chipset. new system has an AOpen ak86-l k8t800 chipset.
Ive tried all different drives same thing anyone ever seen or heard of this?

Notice it only happens on some textures as the solid pieces of mountain without caves behind themdont exhibt this problem.
 
low precision z (cough)game optimization(cough).
 
but it happens in CS and homeworld as well
and alot of people running radeons on athlon64's dont have this problem

Also i have confirmed this NEVER happens when color depth is set to 32 bit but can happen at anything lower 24 or 16.
 
Removing the via 4-in-1 drivers fixed it un UT2003 but not UT or EVE-online. Stil trying to understand this ghetto bug.
