Why is the HD 630 faster than the HD 655?

So i got a intel nuc bean canyon i5 8259u for many uses but i did want to use it to idle on black desert.

Now i can do that but settings wise i can barely get 25 FPS low settings (Not overly bothered about framerate as long as is over 30 fps) yet i have a laptop with a i7 7700hq that runs at similar clock speeds (3.8 turbo) and the main difference is that the 7700hq has the intel HD 630 and yet i can run black desert at 2560x1440 slightly high preset at about 28 FPS

I want to know what is going on here, as the 655 should be average 25% faster than the 630 probably more but it is an intel chip

Also these were both done with 32gb Ram sodimm (2400) and i dont know if this difference is all to do with the i5's 4GT/s OPI vs the i7 8GT/s DMI

Either way, I feel that the graphics must be hindered by something, maybe i have not set something up right but if its chip based then that just makes this higher performance HD 655 not usable to potential, And thats pretty sad :/

P.S I know i should game with graphics cards instead of relying on intels offerings but i like playing with the intel chips GPU i have 1080's 1070s 1060s ect in other rigs for real gaming and not experimenting.
