Why is NCQ not working?

This might be a motherboard issue but I'm not sure so I'll try to rule out the hard drive first.

I have a Seagate 160GB SATA300 drive. Specs say it supports NCQ. I've connected it up to a Biostar TForce 6100-939 motherboard. Nvidia says their nForce 410 chipset supports NCQ and SATA300. I've loaded up the latest nVidia chipset driver, including the IDE one. The problem is whenever I go into the device manager and look at the properties of SATA controller, it tells me it's connected at 300 speeds but the checkbox for NCQ is greyed out (and unchecked). What am I missing? I've looked through the BIOS and found nothing that remotely hints at NCQ. Is Biostar not implementing this feature?

btw, this is on a fresh WinXP Home install. However, I did not do the F6 thing during the install. Do I need load the drivers during that step to make it work?
