Why doesn't AMD's control center force vsync?

I'm trying to force vsync with Dead Space, but it doesn't work at all. Is this not supposed to work with certain games? Is there an alternative to the official control center?

Occasionally there are some games that Vsync can't be forced through the CCC. I know Gears of War for the PC is this way. There is an application though that will work no matter what game it is, its called D3D Overrider and you can check the force Vsync option and it works flawlessly.

D3d overrider comes with rivatuner btw.
