Why does more mhz mean less performance

I have a P4 560 @ 4.19ghz, it runs real sweet however when i try to oc it more the performance goes down. I use the settings 233x18. When i try 235x18 or 240x18.The overclocks work but seems slower. I have used 3dmark and superpi and they both show perfomance going down.
I am using a asus star ice on it and the temps are getting rather high, 50idle 65load, I thought maybe that the thermal throttling was kicking in, so I disabled it in bios, still the same, any ideas?

You can not actually disable thermal throttling. You can do it on the motherboard, but the processor will do it internally. Also the Asus Star Ice isn't known to be that good of a cooler. I read a review on it recently that made it look pretty bad. Finally, at some point you reach the end of what the processor can do. You might be there. I don't know if it's throttling or there is another issue causing loss of performance.

I would try a different cooler than that Star Ice. Then go from there.
 
it may not be as stable as it was at the lower clock speed so it could be slower try a better cooler and more voltage

What happens is the RAM settings IMO and some throttling.FSB 233 is fine for RAM , 235 and 240 might cause some problems and timings are set to very conservative values.
I experience the same problem on Fatal1ty board.

If you want to get a higher OC you should push for 266Mhz FSB otherwise there's no point in doing it.Since you have a free multiplier , IMO chose 15x and FSB 266. (4Ghz)
Set the PSB to 1066 and CPU-RAM ratio to 1-1.See how low you can set the RAM settings.Ideally keep them to 3-3-3-9.

Thirdly , you're throttiling most likely under load.Prescott starts throttling at 67C.And you can't disable that.Fix you cooling so you have a max of 55 under full load.
