Why Does Adobe Flash PPAPI Keep Reinstalling Itself?

I’m having a strange issue with Adobe Flash PPAPI on one of my Windows 10 x64 PCs. Every time I remove it, the Flash PPAPI component somehow comes back the following day.

Chrome seems like the likely culprit because I have to completely close it before I can uninstall Flash, although I’m not certain that Chrome is actually responsible.

I’ve already tried removing the Flash-related folders manually according to Adobe’s uninstall instructions, and I’ve also installed the Microsoft KB update intended to prevent Flash from being reinstalled.

Despite all that, it keeps returning.

Has anyone experienced this before or know what could be triggering the automatic reinstall?
 
remove it from chrome and then in settings clear all cache/temp files, see if that stops it from coming back. there was some ext that kids were using in schools last year that kept coming back unless we cleared it...
 
I think chrome includes it as part of the install, unless they've changed it. They had been pushing it since ppapi was sorta their baby and they wanted everyone to switch.

That said, it might reinstall when chrome updates, which is more likely after a reboot.
