I've been reading around and it seems like Intel's processors use more power when it comes to idle but on load they are pretty close to spec. Why do Intel's CPUs use more power then AMDs when it comes to DBS and Enhanced SpeedStep?
AMD may have an advantage since they're more willing to use low multiplers than Intel is and drop to a lower voltage for desktop CPUs. Perhap Intel doesn't want to make it too attractive for notebook manufacturers to use cheaper desktop CPUs.
A lot of the idle power usage also depends on the components used, in a lot of cases a Core 2 Duo system will still use less idle power in total than an equivalent AMD one like here:
IMO is the PLL in Conroe core which doesn't allow a multiplier lower than 6.
As a result , the lowest a 1066MHz FSB Conroe can do is 1.6GHz.
E4300 will allow running at 1.2GHz since they use a 800MHz FSB.
The difference in idle power is meaningless if you consider the clockspeed difference ( 0.6GHz ) , as a result even at idle in perf/w Conroe shines.
