Why can't we do percentage GPU output?

I find it disturbing that we can't "scale" our gpu's to meet our needs. I live in arizona and having a GPU putting out heat at 100% Load is a bit much. Why can't we set the GPU to 75% and let it cool a bit?

you could always down clock it, would be pretty much the same thing right?
 
yeah underclocking to 75% the clock level is exactly the same as a 75% throttle.
 
That's not quite the same thing, actually. It would actually be nice to have 25% of the GPU left over for games/other 3D apps so that if we do open them, the card doesn't chug like molasses.
 
your better off just pausing the program then letting it run in the background as you game.. its not even F@H's fault that you cant limit the gpu usage.. its cuda.. the cards just arent designed to run at a specific limit.. they either run full out or nothing.. so your only choice is to down clock it..

I seriously doubt that it isn't possible to dynamically allocate a specific amount of resources to a CUDA app. It wouldn't make any sense to impose such a limitation. Plus, ATI cards also don't have the ability to control GPU usage %. I suspect that the only reason the feature doesn't exist is simply because it hasn't been implemented.
