Why can't I transfer files between my two computers?

A new problem just emerged and I can't seem to figure out why I can't transfer files between my two computers. Both computers are plugged into a router via ethernet. I'm using the default Windows settings. All I do is enable simple file sharing for a folder and then I click on "My Network Places", "View workgroup computers", and then select the folders to transfer the files to. However, today I reformatted one of the computers and now I can't transfer files between the two computers. I'm getting very frustrated trying to figure out why this problem just occurred. If I can't get this problem solved, I'm hoping someone can point to a program that I can use to transfer files from the computers. I have a lot of files that needs to be transferred and using the internet to upload and download files will simply be too slow.

Btw, Windows firewall and all other software firewalls are disabled.
 
To start things off can you ping each computer, from the other?

Are you certain that you enabled sharing on the machine that you just formatted?
 
Can both PCs access the internet?
Are they both in the same work group and can they see each other on the LAN side?
What happens when you try to transfer files, do you get an error message?
