Do you mean that WHS cannot connect to the internet?
Make sure that the modem is connected to the WAN (or sometimes called an uplink connection ) Connection on the Airport. I'm not sure if this is applicable to your specific "airport" or not but the directions I have seen imply that it does.If it is not connected to the WAN or Uplink you will not have any internet access.
