is it possible to under or downclock a cpu. im using a stock e5200 on my WHS and wondering if i can underclock the stock 2.5ghz and not lose whatever performance i need to use whs

Yes, you can under clock your processor.

First way is to the the multiplier in the bios.
This will run the processor at the lower level all the time.
Even the stock intel bios allow you to set this to a lower level.

The second way is to enable speedstep & C1 states in the bios.
The second option is better if you need more processor power at time, at other times now.

WHS does not use much processor power at all in its default state.
Filesharing is more dependant on network & hard drive speeds.

If you are running 3rd party applications on that system, then you may need additional processor power, depending on the application.

thanks im not running anything on the server other than hosting files. right now i think on normal operations its running around 140watts or so i believe (ill have to double check for sure) would i even seen drastic wattage drop? or is it pointless to do

I had a e6750 and under clocked it and saw a little bit of a drop in power (10 watts maybe) but that was about it. If you have the money and really want to cut down on your file server power consumption, I would get a nice Zotac atom board with integrated graphics for less than $200, and make your old e5200 a htpc. You could even split the ram that i see in your sig. My Atom server uses 28 watts of power just to give you a comparison and file serves perfectly.
