stupid 120mm sunon fans have decided they don't like certain RPMs. From about 7.5V to 8.5V they make this irritaing whining sound. I'd try using rubber washers but I suspect it's an internal problem.
 
are you sure that you are not using PWM? at certin resonent freqencys PWM control can cause a whining sound in fans... adding a capactior across the fans + and - leads will help you out

I'm certain I AM using PWM. Any recommendation on Capacitor size and type?

As long as it's not a tiny low power one you should be fine. Cap sizes only really matter when you use them for timing things (rate at which they discharge can be measured) They are really just rechargable batteries in a way. Browse for info on electronic circuits and capacitor use. You will find the types suitable for your fan.
 
I got to thinking about it and I had a 1 nano farad capacitor on the previous circuit I had these fans on and they still whined at about this RPM which leads me to suspect that something else is causing it. :(
