I don't know much about UPS (Uninterruptable Power Supply) units, but I need one for home (consumer) router and Rasperry Pi. I know PSU's are generally there to safely power off devices when power goes off, but I need one to provide uninterruptable stable power during short power outages that last a few seconds. What would you recommend?

You don't need anything complex. I'd recommend a Cyberpower CP600LCD. More than enough and will run for awhile even in longer outages.
