1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming, mild video converting, web browsing

$400 before taxes and shipping as possible.
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
US detroit michigan area
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
This is the big question, see below for better answer
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
I can't remember the exact model but the PSU is 1000w sli ready
6) Will you be overclocking?
most likely
7) What is the max resolution of your monitor? What size is it?
1680x1050
8) When do you plan on building/buying the PC?
If I can find a good enough deal around black friday I will buy then. If not most likely tax return time
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Not picky on this one. I'd say if anything then SLI support for future possible upgrades
Now to the details. I currently have a q6600 @2.4ghz with 6gb ram on an 750ftw mother board and a Nvidia 560ti card. I need to upgrade one of the 2 components the processor/mobo or the card. I'm able to play all the games I normally play on highest settings which are Payday 2, Batman:AA, Skyrim and others but lately the newer games like COD:Ghosts, BF3 and others I can't really get much out of them so the big question is which part should I upgrade to get the most bang for my buck? I'm leaning more towards processor as I found an I7 bundle for $314 on Microcenters website. Then later in the year I could go for a graphics card. Any advice on this?
