which stock hsf is better?

They musy be roughly the same.

But I remember comparing a 2.4A stok hsf with a 1.6A stock hsf.

The 1.6 fan was 12v/0.16A while the 2.4 fan was 12v/0.22A

Compare the spec, it's on sticker. Also, some have a copper core.
 
As I understand it the 3.0C and higher processors come with a fancier heatsink that has a copper contact with the CPU.

That one is better that the plain aluminum one.
