Which PSU? High End System

I've basically narrowed my choices down to two power supplies for my system, the Seasonic M12 700W or the PC Power and Cooling SIlencer 750W. I've been doing research and it seems some people seem to swear by modular's and others hate it. I really don't know the difference and would like some help on which would suit my needs better.

Case: Stacker 810
CPU: Intel E6800X
GPU: Radeon X1900XT 256MB (interim card until DX10)
HD1: WD 150GB Raptor 10,000
HD2: WD 150GB Raptor 10,000
Optical Drive: Plextor DVD Burner
Optical Drive: Future Blue Ray Player
Sound Card: Soundblaster X-Fi Gamer

I also plan on watercooling my system when I have time but I'm not sure that will have any affect on which PSU is better for me.
