The GTX will be used for CUDA only, and not for gaming (yes, really).
The target system is:
E2140 overclocked to roughly 2.7
Gigabyte 965P-DS3 rev 3.3
1GB DDR2
36GB WD Raptor

Preferably I can get the PSU for $100 or less, and not have it blow up in a couple of months.
 
Look at the Antec EarthWatts 500W. If you need a case as well you can get an Antec Sonata III Case which comes with this PSU for ~$110 retail (I got mine for $50 at Fry's, $30 MIR).

I think it was here or at another similar hardware site where the review said it dosen't look like much, but provides great clean power up to and beyond 100% load.
