i just thought of a crazy idea...and that is to take my intel stock p4 heatsink and take off the original fan on it and stick a tornado on it... attaching the fan isnt a problem for me, but the original fan is part of the clip that holds down the heatsink onto the brackets on the side of the socket... is there a place where i can buy brackets without a fan on it?... and how much? please post a link if you know.. if not, just post an opinion or advice

I don't think there is a replacement retention bracket. Why try to use a different fan when the stock heatsink isn't really that good.
