Is it best to start with a fresh install of Windows 10 or can I use Macrium Reflect and clone from my smaller SSD to my newer larger SSD ?
 
Absolutely clone it.

If you're happy with your current install, use Macrium and be done with it. No reason to waste hours re-installing Windows when there is no need.

Fresh install, get a new Win10 install while you're at it to get rid of all cruft that Microsoft fixed later on.
 
Why not clean install? You can transfer your files later on using an ethernet cable for faster transfer. Get a new copy and avoid the copy of unnecessary files.
 
I've done it both ways recently and had good results both ways...

If you have gobs of files to transfer, a clean install can be somewhat better, otherwise a completely new install seems better IMHO....
 
Clone if you want everything as it is now (all the good and all the bad), fresh install if you want to have a clean slate.
