When does Windows start using Paging file?

I'm currently running on W7 and at full use I have average about 18% of ram free.
I'm wondering at what percent it start to switch over to paging file?
 
Always uses the paging file on the HD, many programs use paging file even a little bit and some really needed it or it won't operate normal. I have 6 gigs of ram atm on my rig. This is what I get after opening everest.
current page 449MB out of 1022MB that I set manually.
Total Physical ram 6135MB
Used 1986 MB
Free 4149 MB

So even I'm not close to max out it still uses the paging file. Also you can also get processor explorer it will tell you how much each program uses the page file.

It is always using the page-file. Paging is also an act of the programming. You can not, nor should you make it go away.
