1GB = 1,073,741,824 bytes. End of story. (Unless that figure is incorrect. Someone check it. I did the arithmetic in my head)

Neither the MFG nor the OS is lying.

One counts in decimal, the other in binary, people ususally think in decimal, and that is what the MFG uses. Computers ususally count in binary, so that is what the OS uses.

Just because you never learned how math works is not anyone else's fault.

This isnt a new problem... It's just the way it is. Get used to it... My 120GB is only 114GB, and my 200GB is 189GB.. who cares? People still refer to them as 120s and 200s... I don't care... besides there is the disclaimer too.

Well, I don't think it has much to do with different bases. It's a matter of recognizing the situational meaning of the SI prefixes and abbreviations. "GB" might mean 1,000,000,000 bytes, or it might mean 1,073,741,824 bytes, depending on the context. You don't have to know how to count in any particular base to do that.
