What's the fastest cpu in single-threaded applications?

Would it still be an OC'd 2500k?

I'm looking to play an old game (HoI2) that relies heavily on a fast single core cpu.
 
Yep, pretty sure that's it. I guess technically the 2600K (or one of the SB-E chips) could be faster because of the larger cache, but I doubt it is significant or noticeable.
 
Just out of curiosity, whats hol2 stand for? Im sure its probably obvious but I cant think of it lol.
 
Not sure if the new SB-E chips have a higher IPC than the SB, but basically the fastest clocking SB or SB-E you can get. SB-E will have better RAM bandwidth, if it matters.
