What the heck is a Pre EFI Initialization Module

Ok, So I acquired an Intel SR1550ALSASR populated with 2 CPU's and 8GB of RAM. Went to boot it up and it wont display anything on the screen. All it does is spin up and stop at the diagnostic LED's that state according to the manual "Reserved for initialization module use (PEIM)." Looked it up online and Intel defines it as Pre EFI Initialization Module. Can someone please describe what this is, whether its necessary to boot (can I disable it as I don't think I'm going to use it) or tell me how to get past it?
