what the heck is a i7-4771?

It is a 4770 that is not unlocked, hence the lack of a k on the end of the model.
 
the 4771 its a new model to replace the 4770, it work at a better stock frecuency than 4770, 3.5GHZ on the 4771 instead 3.4ghz on the 4770, the turbo boost on both are up to 3.9ghz but in a full load the 4770 operate at 3.6ghz and the 4771 at 3.7ghz.. also its suppose to handle better voltage and heat than 4770 wich its kinda weird as the 4770 and 4771 are locked chips... so yes, just a revision of the chip wich operate at extra 100mhz that comes handy with the free +4bins so a locked 4771 can run at 4.1ghz full load, and a max turbo of 4.3ghz not bad at all..
