what spec. effects lcd brightness (CCD?) ?

hi all, when looking at the lcd's specs, what measurement tells you how bright the lcd is. i'm looking for an lcd which is not too bright. i had a samsung panel before and even at 0 brightness it was too much for me at night. whites were too harsh. thanks in advance!
 
contrast ratio? Though you need to learn how to use your video card tools better, that's where you need to make better adjustments.
 
If it's too bright, and you're already at 0 brightness, just turn the gamma down on the video card. I wouldn't worry too much about brightness. just pick a good monitor that handles varrying amounts of brightness well.
 
im worried because at night it feels like i'm staring at a fluorsecent light on web pages with white backgrounds. shouldn't there be some sort of filter or something to tone this down? i don't understand why it's like that. and again, what is the ccd a measure of?
