What software to create a Blu-Ray Video

When I use Nero 9, say if I want to burn a DVD, they have an option called DVD Video.

But when I want to burn a Blu Ray video w/ NEro 9, there is no option called Blu Ray Video. Is there a better software for this or do I just manually create a sub-dir called Audio_TS, and Video_TS?
 
Is it reliable as it's a free software? I use CyberLink before, (It c/w my blu ray player) and it's junk.
 
I just got a copy of Adobe Premere Elements 8.0 for some video work I am doing. What I am doing is not Hi Def, but I noticed this software does Hi Def, I just don't know how well. I've only been using it several days and I am not impressed with the functionality or quality of the output I am getting in regular def.
 
Any program that can create a UDF 2.50 Filesystem should be able to handle it.

IMGBURN can do this and will set the filesystem automatically.

There is no AUDIO_TS or VIDEO_TS folders on a Bluray Disc. There is a CERTIFICATES folder and a BDMV folder Inside the BDMV folder are a bunch more folders, one of which is STREAMS which contains the actual video files.
