That appears to be Eclipse. I'm basing this simply on the fact that the icons look similar.

Looks to be either standalone Aptana or Eclipse with Aptana plugin.

hmmm I tried out eclipse and didn't really like it :(

I've been using programmer's notepad and I really like it... I might give this Aptana a try though

Aptana is pretty good and free. Just configure it to suit your needs. Just about everything you can imagine can be set up, eg. auto-closing tags when the slash is typed (ala Dreamweaver). Finding where to make a particular configuration change can be tricky though.
