I just recently picked up an older Dell Optiplex 780 (slimline) to fool around with in my spare time. I know very little about computer parts but what video card would you recommend upgrading to for this system?

Watching Youtube at the moment results in choppy video. I might be wasting a little money but thought I'd tinker a bit here and there with parts and see how good of a machine I could turn out.

Also what processor would this machine handle as an upgrade?
 
If you're not planning on gaming and just want a decent card for video, your best be would be a Radeon HD 5450.

Not sure if I'd bother with upgrading the processor on one of those, the dual core is more than enough for casual use. If you want it to perform any better just get a cheap SSD.
 
What are the specs? The cpu might not be fast enough to decode 1080p. Video card acceleration of video playback is flakey and unreliable, you really need a fast CPU.
 
Optiplex 780's support up to a Core2 Quad. Call or hunt around on Dell's website to find out what models of C2Q can be installed in which form factors since the power supply wattage varies with each. As for the GPU, 7750 1GB or 640 2GB are available if you want to get the fastest low-pro GPU in there. Would run you around $110-120 shipped for either.
 
I have the same Dell tower and tried a Powercolor HD 5450. Avoid this model as it has compatibility problems with any PCIe slots that are lower than version 2.1. (I tried it in both a 1.0 and 2.0 PCIe slot in different computers). Some reviews on Newegg mention the same problem.

I would get a video output during POST but during driver installation I would get BSODs.
