stupid question 1: does this mean you can plug in your TV via S-video and view what it displays or record it onto your hard drive?

question 2: do any mainstream nVidia video cards come with VIVO?

Display yes, record, I'm sure that would require software and maybe the ability to make sure that there isn't something to stoping you from getting a distorted image during recording.

Question 2: Some have it some don't. It's becomming much more common these days however. Any premium card definately has it. 9 times out of 10 if it's dual DVi it has it. Just check the features list on any card you're looking at.
 
Actually in the majority of cases I've seen, nVidia decided full VIVO was stupid because most people that wanted decent quality video in would just get a card for that instead. The majority do have at least S-Video out though.

what happen if the card only has video out but not video in ?

Then you can output an S-Video signal to anything that can take it. Video-in tends to be more trouble than it's worth for the MFG but on the other hand Video-out is handy from time to time for a lot of people. So (with the noted exception of a few cards that are mostly by MSI, who's been touting VIVO for ages in hopes it'll boost sales against other brands) most nVidia cards only have S-Video out instead of VIVO these days. Same for ATI actually...from what I've seen they've dropped back to only including it in their AIW products which kinda have Video-In by definition since they're combined with a tuner...
