What is the difference between 5900 n 5900se?

By everything I could find the biggest diff is 100-150Mhz (700 vs 800/850) in memory speed. Other than that, the basic card is the same as far as I can tell. The SE may also lack one or two of the outputs, like only have the standard 15 pin for video.

The SEs have slower but lower latency memory and are only a hair slower. Some of the SEs also come with a full copy of Call of Duty.
