What is the best translation software?

I'm wondering what is the best translation software? I'm mainly looking for English to Chinese, English to French, and vice versa. Thx

I'm not sure if it's the best but SystranSoft is not bad.

The translators on altavista and babelfish are pretty good. But then again, they're not stand-alone software.
