What is input lag?

In the case of an LCD panel, it's the time delay from when the video card sends the signal to when LCD actually displays it.

This can range from negligible to severe (50ms or more).

Not to be confused with response time.
 
There is a delay from when you move your mouse or type until stuff shows up on the screen. It annoys some people on computre desktop (slow mouse) and it's debilitating in games.
