All my volume settings are maxed and the volume is not too great when using my current set of headphones. Do different sets of headphones amplify volume differently?
 
Different headphones exhibit different levels of sensitivity and electrical impedance, yes. What headphones are you using now?
 
If you want loud and clear without a headphone amp the Grado SR60's are your best buy.
 
Those are low impedance, you shouldn't be having major problems. Do you plug them directly into your sound card? Case speaker jack?
 
It's probably just a line out. You need some sort of headphone amp, whether it's integrated into a soundcard or an external device.
