What does the left circuit do?

I have a Belkin PF31D power conditioner. I was curious what the left circuit board do? Why does it have those transformers if this is AC power?

Still broken to me.
They isolate and condition the a.c. power. It is all part of a voltage stabilizer so it takes what ever voltage and evens it out.


One houses the neutralizing winding and compensating winding the other houses the primary and secondary windings. The secondary winding runs the voltage through both the compensating winding and the neutralizing winding
