What does "Repair" Network Connection do?

My internet connection is inconsistent.
The internet usually works fine and then several hours later, I try to get onto a website and I get that white Explorer error page.
When it occurs, I have to unplug the cable modem and do that network "repair" in Windows.
What is happening that requires the repair?
And what is actually being repaired?
