sometimes i see this while in a game (brown stripes in sky, it's supposed to be all white) not all the time, could it be the server or my card? this last time it did it i hit alt+tab to minimize it and then went back and it hasn't done it anymore while i played?
 
That's called "There's something wrong with my core. It's busted, or at the very least, overheating.."

Sometiems it's called "I have corrupt drivers", but no that often.
 
Yea, that's called an artifact (specifically incorrect texturing).

If you're ocing, turn it down. If not, RMA the card.

Looks more like artifacting in the form of bad vertex data to me.

In any case, djBon is right. Excessive overclocking can cause this, as can bad video cards or really jacked up drivers.

Try reinstalling the driver first, then turn down the clock. If the problem persists, RMA the card if possible.
