What do I need to set up a fax server (both send and receive)?

What do I need to set up a fax server? My budget is around $600...

Just buy a machine with a modem? Win7 Pro will suffice on a workstation?

All I need it is to send and receive faxes... the incoming will go over the network to the storage server and hopefully be saved as a PDF. Do I need software for that?

Sorry for such a n00bie question...
 
I've used GFI's fax software in the past with good success. It is going to eat up your budget all by itself though depending on the amount of users you need. I've only used it in environments that have exchange though. Just install it on one of the servers and hook in a usb modem.
 
Just pick up a Canon you can plop on your network and fax from workstation, may be able to replace a current aging printer/scanner with it.
