If you plan to OC you'll "need" that +20% power slider. Other than that the profiles are nice if you need them.
I use MSI Afterburner to set my voltage to 1.2v, do I really need Power Tune still?
If I use CCC, Afterburner doesn't work. I lose all my voltage settings and what not. Is there a sure fire way to determine if I'm really being throttled?
I just ran Furmark and at no point did my voltages or clocks throttle with Powertune NOT used. I'm OC'ing and setting voltage through Afterburner.
Yupper. If you don't set it to +20% your card will throttle down. I sure wish the other utilities would find a way to duplicate that setting. If not for that +20% I'd never use the "overdrive" tab at all.

When overclocking, there is one important slider you must set no matter what program you are using to overclock. You will maximize the Power Control Settings to +20% when overclocking any AMD Radeon video card. This will allow the video card to have a higher maintainable TDP, and in result, better performance. We've seen past video cards where this has been an issue, and we have overclocked with little performance gain. When we maxed out this slider, then the overclocking performance we were looking for was there.
Maybe I'm just phrasing it incorrectly. The "throttling" would be due to a lower TDP... From the [H] 7970 OC article:
AMD Radeon HD 7970 Overclocking Performance Review
If I have a 6950 with the 6970 shaders unlocked (MSI Twin Frozr II) should I change the power slider at all and if so, by how much?
Correct, it's throttling to hit a target TDP, but the way it achieves that target TDP is by dynamically lowering clock speed, which MrFace ought to see happening in Afterburner...Or he's just very lucky and his card ignores powertune for some reason!
Here's a couple screens of what my card does with powertune +20 (Left) and powertune +0 (Right):

In my own experience, it can also depend on what you're playing...benchmarks that try to test only 1 aspect of a card at a time (shader ops, fill-rate, raster ops ect) don't necessarily cause powertune to kick in. I've never specifically tested various games with different powertune settings, but I would expect a game that stresses (or is bottle-necked by) one aspect of a card's performance far more than others would behave similarly.
To manipulate your game settings, such as override AA and such. And game profiles.
You don't really need CCC as you can just override its power save function with Afterburner. Its mostly just additional software for monitoring and what not. Just use the display driver if you don't need the additionals.
I've been using AMD products since the launch of HD5870.
CCC always made games look worst or decreased performance. Even now with my HD7970 it only made things worst so I dont use it. Also, it drains some system resources (CPU and RAM usage). I guess u only "need" CCC if you have Xfire setup and need the CAP profiles.
And yes, MSI Afterburner saves the day.
