What cooler to choose?

I'm looking for the cooler to my Athlon X2 3800+(socket 939). I'm from Lithuania so there is no big alternatives. Maybe you could help me to choose the best one from this list?

Which cooler do you recommend for ~150lt?
What Zalman is a bit too expensive for me...

I agree, if the 9500 is too expensive and you're limited to that list, then that AC is certainly a great cooler.

Maybe the best choice is to get get water cooler Titan Bianca for ~70$?
Any opinions about Titan Bianca? Maybe somebody uses it?

The Titan Bianca is a very entry-level water cooling kit. It comes with the "water cooling" name, but the CNPS9500 will outperform it, I know that for sure.

Definitely.

Small-diameter tubing, a low-flow pump, an inefficient radiator, an inefficient block setup, and all you've got is an expensive kit.

I see that your X2 3800+ is overclocked very well. What water cooler you are using?
