You are also going to have FPS issues depending on your processor, and the memory, some details on your system would help?
 
Generally yes, your graphics card mostly determines your fps. The stronger the card the higher the fps. This is not always 100% true though.

We'd need to know your system specs and what resolution you're running to give good advice.

Rift is a tough one. You're probably not going to get 60 in Rift in heavily populated areas as its extremely CPU-bound. In other words no matter how strong your graphics card is your fps in some cases will be limited by your CPU. A better card will allow you to turn on more eye candy, but in an area with a lot of other players running around your fps will still be relatively low.

I'm running Rift on a 2500k @ 4.4 GHz and GTX780 @ 1050 base clock at 2560x1440 resolution, and still get 28-30fps in Tempest Bay with a lot of other players standing around. Running around open world with no one else around I get about 60-70 with everything maxed including supersampling AA.
 
A mmo is probably going to be big CPU, then with a decent GPU you should be good, anything above a 660 or R9 Radeon or 7850+

Not possible. I played with a 4.5ghz i7 2600k + gtx 780 1250mhz. Got drops to 15fps in certain places.

The game is absolutely horribly optimized. It just doesn't use resources. my gpu wasn't at 100% and neither was my CPU and it just ran like shit.

do i need a stronger gpu? like the 790?
 
this is really in the wrong place, and lacking a lot of info

like - do you have a monitor? a legit windows key? any parts to reuse?
 
If your budget is $500, you wont be able to afford the GTX 790 (if it even comes out...)
That card alone is rumored to be over $1000.

i know im stupid i thought 790 was already out
so 780 ti is the best gpu
titan is not worth it for the money?
 
a brand new 690 will set you back $1100+
a refurbished 690 will set you back $850

Just build what you can afford. You can always upgrade later on.

Something along these lines is whaty you should be shooting for with a $500 budget -- that is taking account that you have a OS key, display/TV, and keyboard/mouse/controller.
