Westinghouse W3: desktop has shifted a bit off screen?!

This is nothing short of "effing weird". My brother's monitor, the W3, has somehow decided that it should shift its DVI display about 10 pixels right and 30 pixels down, thus cropping the image by just as many pixels. The result: I see what's inside the red rectangle below (note: he's heightened his taskbar just so he can see it!)

It doesn't do this in other modes though, as he has it hooked up to his digital cable box and I can watch TV without any funny borders; the image is where it ought to be.

Anyone have any clue what's gone on here? Is this something I can fix in display drivers? The display itself doesn't seem to have anything in its menu to let me nudge the image around or "auto adjust" itself. It's DVI though, so it shouldn't really need to.

Edit: Ok, drivers aren't the answer. The display does the crop/shift thing even during POST and whatnot when booting the machine.

Any help with this at all would be awesome! Thanks!

Try a different DVI cable, and different PC/ video card, if available.
